GitHub lets maintainers count draft pull requests toward per-user PR limits

Shipped Oct 8 in response to a rise in low-quality contributions, repos with pull request limits can now include drafts, closing the loophole where one account could open unlimited drafts and trigger notifications and CI runs. If you run agents that open draft PRs on repos you don't own, expect to hit those caps sooner.
